Lifers: Classification and Regression

Background

This inspection was conducted following media commentary on the management of 12 life-sentenced inmates (lifers) in the NSW correctional system. These inmates had been downgraded from maximum to a medium or minimum classification, 9 of the 12 more than eight years ago.

Following the media reports, the Commissioner of Corrective Services reassigned these inmates as maximum security.

We looked at:

  • the security classification process and procedures
  • determinations made by the Commissioner Corrective Services NSW
  • whether these were consistent with the provisions of the Crimes (Administration of Sentences) Regulation 2014.

Where we inspected

We examined the purpose and importance of the inmate classification system in the NSW correctional system, with particular reference to lifers. We also looked at how CSNSW engages shares information with victims of crime.

Recommendations

The Inspector makes 4 recommendations.
