Five Minimum Security Correctional Centres in Non-Metropolitan NSW

Background

Minimum security correctional centres play an important role in the prison system. In general they allow greater opportunities for the rehabilitation and reintegration of inmates.

In NSW many minimum security centres are located outside of the cities. This inspection focuses on five centres in remote and regional areas.

Where we inspected

We inspected several minimum security facilities for male offenders.

Glen Innes Correctional Centre

Glen Innes Correctional Centre is located about 45 kilometres east of the town of Glen Innes. It has a maximum inmate population of 208.

Ivanhoe (Warakirri) Correctional Centre

Ivanhoe (Warakirri) Correctional Centre is located near the small town of Ivanhoe, about 210 km north of Hay. It has a maximum inmate population of 45.

Mannus Correctional Centre

Mannus Correctional Centre is located near Tumbarumba, about 515 kilometres south of Sydney and 115 kilometres south-east of Wagga Wagga. It has a maximum inmate population of 164.

St Heliers Correctional Centre

St Heliers Correctional Centre is located on the outskirts of Muswellbrook in the Hunter Valley, 242 kilometres north of Sydney. It has a maximum inmate population of 286.

Yetta Dhinnakkal Centre – Brewarrina

The Yetta Dhinnakkal Centre (YDC) is located about 65 kilometres south of the town of Brewarrina. YDC primarily accepts young offenders serving their first time in adult custody, with young Aboriginal men a priority. At YDC inmates are referred to as ‘trainees’ and all are required to participate in some form of work and education. It has a maximum trainee population of 30.

Recommendations

The Inspector makes 28 recommendations. These include systemic and centre specific improvements in:

  • Prison industry employment
  • Adult education
  • Clothing and furnishings
  • Access to medical services
