Emu Plains Correctional Centre

Background

Emu Plains Correctional Centre was previously inspected in 2015 and 2016 as part of our report Prison Greens: The clothing and bedding of inmates in NSW.  We must inspect each correctional facility at least once every five years. This inspection addressed all areas of the operation of the centre.

Since we last inspected the centre it had been repurposed. Its accommodation capacity was reduced from 193 to 80, and its aims were to expand the existing Mothers and Children’s Program and improve post-release employment outcomes for Aboriginal women through the commencement of a Commonwealth funded program - the Hub.

Where we inspected

We inspected Emu Plains, a minimum security correctional centre for women, including those women participating in the Mothers and Children Program at Jacaranda Cottages. The centre is located in Greater Western Sydney.

Recommendations

The Inspector made 18 recommendations. These include systemic and facility specific improvements in:

• Conditions and treatment of inmates
• Staffing and custodial support and procedures
• Access to centre information and criminogenic programs 
• Access and information about the Mothers and Children's Program

The Emu Plains Correctional Centre Report was tabled in parliament and published in May 2022.
